Telegram from "China Bank, Berlin." (Communicated by Mr. C. S. Addis, July 15, 1909.)
CORDES wires as follows:---
"Following is strictly private:
"Chang Chih Tung has notified Wai-wu Pu he will never consent to Americans obtaining share in railway loan Canton-Hankow, and that after the fair offer of the European banks to the Americans having been refused and negotiations having failed, he will proceed now, and in the course of a few days ask for the Imperial edict ratifying the Hukuang railway loan."
Foregoing has been communicated by the Wai-wn Pu to American Legation in Peking and telegraphed to Chinese Ambassador in Washington.
